What you are seeing is an overlap or wrinkling in the water stream patches around the inside radius of the bend in the river.
Imagine a oriental fan and the way it is pleated .
In the water stream the overlap causes a double reflection that can be seen from some, but not all angles.
Its easy enough to fix by narrowing the water stream at the bend and repositioning the water patches so they dont overlap.
I dont think it has a name but since you like it we could call it the 'Ronald River Wrinkle' effect in any future references to this Phenomenon.
